Would said laptop be able to run “The Sims 2″ or “The Sims 2:Pets” lag-free and without freezing?

but the labour was £60 or $70. and this was in a back street store and not a high street store

Could be a corrupt windows OS. You can try going into Safe Mode and seeing if it will load or just reinstall.
